- We have friends who lost their families and homes, some left school. The city is covered by debris and will take too long apar everything back to normal - he said.
- But we will work hard for it. Please give us courage through their music - completed.
Bieber, who earlier had told the children that they "were an inspiration," said that life will improve.

Prime minister says regulators need more independence

Also on Wednesday, Prime Minister Naoto Kan said that Japan needs to increase the independence of their regulatory agencies to ensure nuclear safety after the nuclear accident in Fukushima. In the country, a single ministry is responsible for promoting nuclear power and oversee security, unlike most nations that separate the two functions.
Critics say the structure resulted in a lack of supervision and may have contributed to the lack of precautionary procedures in Fukushima.
- The organizations that promote and verify the nuclear energy belong to the same government institution, which raises an issue of independence - Kan said.
- We have a robust structure in this direction - completed.
